Fiona could (should) be awesome beyond words, but they aren't bothering to make her more than the ex-who still wants him and likes to blow things up.

And I'm pretty sure they are going bad-ass=character development, because look at Michael's mother. She's not badass, but she's the most developed character after Michael.
