I think he's the type of guy studios assume we find attractive because of a general popular look without wondering if the general look actually works for the individual. It's worse in Once. In CA, the writers are kinda "well, fiction may have built up your sort as hot and fascinatging but really you're something of a twit and our girl is going to grow past you pretty quick nce she gets a good look at the real you" In Once, they're actually trying to shove him into the main plot and are all "Who is he? Who is he? Mysterious!" about it and keep shoving him at Emma. It's one of those things where she makes her disinterest blatantly clear and he sees A Challenge and assume "no" means "if you can shoot down my excuses I'll go out with you because you won" and not "actually, I don't have an interest in you." At least Annie was interested in Ben of her own volition and he seems to have listened when she turned him down.
