In both shows, I can easily buy that it was "watching out for assassins" from the plot, but I'm pretty sure we were supposed to get "romantic longing." Neither pilot gave me a "creepy stalkery controller" vibe from the dude, so I'm being hopeful.
TBH, I was mostly just a bit amused when arrow did it, and then got "WTF?" qhen it was in BATB too.
