Yeah, when it started off with silver haired, purple eyed twin 13 year olds on a quest to reclaim their homeland, my eyebrows went up a bit, but I didn't think much of it. But the further I got into it and the focus shifted from primarily the twins and their protector trying to survive and more to the varying factions vying to control the country and plotting how to use the twins/what to do with them if anyone ever managed to get their hands on them, the more I wondered. And then we got to their ancestors being called Dragon Kings.
The only reason i'm willing to think it could be coincidence is because, while Guin Saga was already very popular in Japan by the time GoT was first published, I'm pretty sure it isn't likely that GRRM would have heard of it.
