Pretty much. I mean, Amelia is as much like Miaka as it's humanly possible to be...but they balance it out by having her sensibly duck behind the guy things bounce of of when under fire, then actually listen and obey when told to get out of the way.
Then there's the running. The running cracks me up because it's ALWAYS the smart thing to do, even if it is played for comedy.
